Even if the participants ignore the message (or are sleeping in, shame on them), as 9am approaches they will fall victim to a compulsion to head to the specified location. Three Leaders, Tiger, Swan, and Goat, are already present, Kano with them. Tiger speaks.

Once they finish speaking, an alert goes off from a PHS in the crowd—specifically, Jeanne's. Her PHS displays a simple message.

You have been selected to remove Shuuya Kano.

Regardless of her will, she will feel compelled to walk towards the scene. No other participant will be able to interfere; should they try, a barrier blocks their way, though it won't harm them.

Whether you want to let it happen or no-- this will only continue. He would make himself the next target, if he lives that long.

And unless you can defend a person in your sleep, you would have no say in the matter.
